Surplus Property Distribution and Disposal

1.0  Purpose:
To set forth procedures and instructions for distribution and disposal of surplus property.

2.0  Policy:
The Materials Management is responsible for distribution and disposal of all surplus property.  Surplus property may be transferred to another Budget Unit through the Materials Management and may be utilized for institutional purposes only.  Surplus property cannot be sold or donated to any individual employed by the Institution.

NOTE: For purposes of the Section, property is defined as supplies, equipment, or other items purchased for institutional use.

3.0 Procedure: Request to Surplus Property

Responsibility: Department Assistant Property Control Officer

3.1 Complete ARequest for Moving Services@ form.  Property record numbers for each piece of surplus equipment must be indicated.  Forms are available from Asset Management at 1-2154 or at  www.mcg.edu/supply/property/MOVREQ.pdf

3.2 Forward completed forms to Moving and Surplus Property Services (fax 1-2189) at least 48 hours prior to the intended removal of the surplus property.

NOTE:   Surplus equipment such as lab refrigerators, freezers, centrifuges, biosafety cabinets, or any other equipment that may be contaminated by radiation, biological, or chemical substances must be decontaminated.  Please attach a completed Decontamination Form www.mcg.edu/supply/property/deconform.pdf to the Moving Request and equipment to be picked up.

3.3 Insure confidential information is deleted from hard drives of surplus computer equipment.

3.4 Notify ADepartment Contact Person@ designated on request of the following responsibilities.

a. To be knowledgeable of all items, and their condition (working, need repair, etc.), to be removed.

b. To supervise packing of all loose items prior to removal.

c. To be available the day scheduled for removal to ensure that proper items are removed.

3.5 Determine if assistance is needed to disconnect items that involve plumbing, electrical, mechanical, or carpentry work; contact the Facilities Management Division in sufficient time to have the work accomplished prior to removal.

3.6 Complete the work needed to disconnect items as requested.

Responsibility: Materials Management, Moving and Surplus Property Services

3.7 Receive ARequest for Moving Services,@ schedule removal of surplus property, and complete the work as scheduled.

3.8 Maintain a list of surplus property available for transfer at the Asset Management website. Coordinate and accomplish transfers as requested.

3.9 Forward ARequest for Moving Services,@ indicating transferred and surplus property, to the Materials Management, Asset Management Section.

Responsibility: Materials Management, Asset Management Section

3.10 Update AMoveable Equipment Inventory@ to reflect changes resulting from on-campus transfer of surplus property.

3.11 Determine federally funded items not transferred to another Budget Unit.

3.12 Notify DOAS of appropriate disposition of federally funded items after consulting the Division of Sponsored Program Administration.

3.13 Dispose of surplus property in accordance with State Law and Federal Agency decisions.
