The President
The President is the chief executive officer of the university and is elected annually by
the Board of Regents. The powers of the President are those ordinarily implied by
the office and those set forth in The Policy Manual of the Board of Regents. The
President is the chief spokesman of the university and has the responsibility for defining
goals, for taking administrative action, and for facilitating public understanding.
The President utilizes the judgments of the faculty and also seeks outside evaluations by
organizations and scholars of acknowledged competence. The President will present,
through the Chancellor to the Board of Regents, views of faculty and students, including
dissenting views, in those areas and on those issues where responsibilities are
shared. The President confers all degrees and presides at commencement
ceremonies. The President authorizes the issuance of all diplomas and
certificates. As provided in policies of the Board of Regents, the President is the
chairman of whatever legislative bodies the faculty establishes and is an ex-officio
member of all committees, councils or boards. The President has the authority to
appoint, reappoint, promote and dismiss members of the Administration and the Corps of
Instruction with Board of Regents approval. The President identifies and defines the
responsibilities of other members of the Administration who, serving at the President's
discretion, guide and direct other functions necessary to the complex academic
institution. Through memoranda and organizational charts, the President advises the
University of organizational changes and shifts in responsibilities of members of the
Administration.
The Provost
The Provost is the chief operating officer of the academic enterprise of the Institution
and chief academic officer. This officer serves as the President's chief advisor in
matters relating to academic, research and student affairs and is administratively
responsible for all those functions. Directly reporting to the Provost are the
Deans of Allied Health Sciences, Dentistry, Graduate Studies, and Nursing, the Vice
President for Research, the Vice President for Enrollment and Student Services and the
Associate Vice President for Academic Affairs. The Provost provides guidance and
oversight to the Dean of the School of Medicine in matters relating to the academic
enterprise. In addition, the Provost is responsible for the Library and Area Health
Education Center, the Office of Faculty Affairs, and Affirmative Action/Equal Opportunity
of the Medical College of Georgia. This Officer is an ex-officio member of the MCG
Foundation, serves in the absence of the President and other duties as assigned by the
President.
The Vice President for Administration
The Vice President for Administration serves as
chief business operations officer for the institution. This officer is
administratively responsible for the following support service divisions:
Comptroller, Environmental Health and Safety, Human Resources, Management Services, Public
Safety, and Supply Administration. The Vice President serves as the President's
principal advisor in all business and fiscal operations matters including budgeting,
resource allocation, facility planning and space allocation. This Officer is an
ex-officio member of the MCG Foundation and has other duties assigned by the President.
Dean, School of Medicine
The Dean of the School of Medicine is the President's chief advisor relative to
the clinical enterprise of the Institution and liaison with the MCG Health System and
referring physician and patient communities. This Officer is responsible for
clinical affiliations, practice activities of all faculty and relationships with the
clinical system. In addition, this officer works with the President's Cabinet in
developing and promoting the patient care mission of the Institution, is responsible for
overseeing the strategic initiatives relating to the clinical mission of the Institution,
and other duties as assigned by the President.
The Vice President for University Advancement
The Vice President for University Advancement is the President's chief advisor
and operating officer relative to acquiring private support for programs of instruction,
research, public service, student financial assistance and physical facilities. The
office is administratively responsible for providing services to alumni; promoting
participation of the public, philanthropic organizations, businesses, and alumni in the
institutional fund-raising initiatives; developing strategies and action plans to achieve
the institution's long-range fund-raising goals; and other duties as assigned by the
President.
The Vice President for Research
The Vice President for Research reports to the Provost and is the Institution's chief
advisor on the institution's biomedical, behavioral, and clinical research programs.
This officer is responsible for leading the development of the strategic plan to achieve
the institution's goals and objectives relative to the quantitative and qualitative
increase of sponsored research programs and in identifying resources for enhancing the
research mission. This is accomplished by working with the deans who are
administratively responsible for programmatic action plans. The Vice President for
Research is responsible for calculation, management, and negotiations of the Facilities
and Administrative (indirect costs) fees associated with extramural funding. The
Vice President for Research is administratively responsible for the Office of Grants and
Contracts, the Office of Laboratory Animal Services, the Office of Clinical Trial
Compliance, the Office of Biotechnology Transfer and Economic Development, the Office of
Biostatistics and Bioinformatics and the Office of International and Post-doctoral
Services and is accountable for all research compliance on campus. In that capacity,
the Vice President serves as the administrative liaison with the Human Assurance
Committee, the Committee of Animal Use in Research and Education, the Conduct of Research
Policy Committee, and the Patent and Copyright Committee. The Vice President is the
chief liaison for economic development initiatives for the Institution to include core
laboratory business plans and management, technology transfer and licensing, incubator
operations, and research park business plans. In addition, the Vice President will
work closely with the GRA, GMCA, and Chambers of Commerce. Performs other duties as
assigned by the Provost and President.
The Vice President for Enrollment and Student Services
The Vice President for Enrollment and Student Services provides leadership for enrollment
management and campus-wide student affairs functions, and serves as the institution's
chief student affairs officer. The position reports to the Provost. The Vice
President advises the President and the Provost on matters related to enrollment
management, student services, and the academic programs of the institution and is a member
of the President's Cabinet team of the institution. The Vice President has
responsibility for designing, implementing, and evaluating the initiatives of the
strategic plan of the university related to student enrollment and student services.
The following offices fall within the Vice President's area of responsibility:
Academic Admissions, Student Financial Aid, Registrar, Student Health Center, and Student
Affairs. The Vice President will also perform duties as assigned by the Provost and
the President.
The Vice President for External and Government Relations
The Vice President for External and Government Relations reports directly to the
President and assists the President with the advocacy on behalf of the institution to
local, municipal, state, regional and national constituencies. This position
cultivates internal and external relationships utilizing public relations and marketing
strategies to communicate the academic, research and clinical enterprise missions of the
Medical College of Georgia. The Vice President is responsible for developing and
coordinating institutional marketing and outreach strategies. In discharging this
role, the Vice President: develops university external and government affairs
policies and creates the public enhancement program for MCG; mobilizes alumni and friends
to communicate university priorities with external stakeholders, including state and
national government officials; facilitates university access to local, state and national
government officials; builds positive relationships with and serves as the institutional
resource and official point of contact for public, corporate, civic, municipal, state,
regional and national government officials; monitors and serves as a resource regarding
legislation that impacts university strategic goals and operations; communicates important
legislative news to the university and external community; coordinates external and
government affairs with the University System of Georgia external affairs office; provides
oversight and guidance to university marketing initiatives; and manages media relations.
The Vice President for Information Technology/Chief
Information Officer
The Vice President for Information Technology is responsible to provide
leadership and vision for planning, management, integration and
implementation of integrated information systems and technologies supporting
the mission and strategic goals of the institution. The Vice President will
anticipate, develop, implement and monitor the operational and capital
budgets for information technology. The Officer is responsible for
prioritizing and managing contracts, vendors, consultants, staff and other
resources that ensure implementation of new systems and software in
accordance with time, budget and performance expectations. The Vice
President will establish and enforce policies and procedures that promote
information exchange while ensuring data safety and security for the
institution. The Vice President will recruit, mentor, lead and evaluate the
information technology services staff to ensure excellent access, client
service and collaboration with MCG Health, Inc. The Office will empower,
educate and enable users of information technology, systems and applications
at all levels within the institution. The Vice President performs other
duties as assigned by the President.
The Vice President for
Finance and Chief Financial Officer
The Vice President of Finance serves as chief
financial officer responsible for providing administrative, financial and
strategic leadership of the institution’s budget and fiscal affairs. The
Vice President will provide planning, administering, monitoring and
controlling the overall financial plans, policies and programs. The Officer
will develop financial models and perspective to assist the leadership team
with strategic planning. The chief financial officer protects university
assets and ensures fiscal viability. The Vice President will ensure the
integrity and requirements of all accounting and financial reporting. The
Officer will analyze, recommend, prepare and review documents for the
President related to financial contract obligations, agreements and other
financial commitments for the university. The Officer will ensure
communication and collaborative business activities with all campus agencies
and cooperative organizations including MCG Health Inc. PPG, Dental
Foundation, Board of Regents, MCG Foundation and MCG Research Institute.
Directly reporting to the vice president are the controller, budget, human
resources, and supply administration. The Vice President will serve on the
Finance Committee of MCG Health Inc. and is an ex-officio member of the MCG
Foundation and Research Institute and has other duties as assigned.
Deans of Schools and Director of Libraries
Appointment: The Dean of each school within the university and the Director of the
Libraries shall be appointed by the President with the approval of the Chancellor and the
Board of Regents and shall hold office at the pleasure of the President. The
recommendation of the president relating to each appointment shall be made after
consultation with a representative committee of faculty which involves members of the
academic unit involved.
Powers: The Dean shall be the chief executive officer of the school and the Director of
Libraries shall be the chief executive officer of the library. The powers and duties of
both the Deans and Director of Libraries are further listed in the statutes as approved by
the Board of Regents.
